GSA Multiple Award Schedules (MAS)
GSA Federal Supply Schedules are a valuable tool for government customers who are looking to acquire products and services at the best possible prices. By understanding the different contract types and the maximum order threshold, government customers can ensure that they are getting the best value for their money.
Benefits of FSS Contracts
FSS contracts offer a number of benefits to both the government and contractors, including:
- Increased competition, which leads to lower prices
- Increased efficiency, as the government can acquire products and services directly from commercial suppliers
- Increased flexibility, as the government can place orders for any quantity of products or services
GSA Federal Supply Schedules
GSA’s Federal Supply Schedules (FSS) are large indefinite quantity, indefinite delivery (IDIQ) contracts through which federal customers can acquire products and services directly from commercial suppliers. FSS contracts are awarded to multiple contractors, who compete to provide the best value to the government.
Contract Types
Contractors can accept any size order on a Time and Materials (T&M) or Firm Fixed Price (FFP) basis. T&M contracts are based on the actual costs incurred by the contractor, plus a fixed fee. FFP contracts are based on a fixed price for the entire contract, regardless of the actual costs incurred.
Maximum Order Threshold
In accordance with FAR 8.404(b)(3), the maximum order threshold represents the point where it is advantageous for the government customer to seek a price reduction from the schedule contractor providing the best value. The maximum order threshold is determined by the contracting officer and is based on the estimated value of the contract.

Teaming Arrangements
Teaming Arrangements are permitted with Multiple Award Schedule Contractors in accordance with FAR 9.6. Under a Team Arrangement Multiple Award Schedule, contractors can join with other schedule contract holders to submit a proposal providing a total comprehensive solution. Teaming Arrangements may be incorporated into your BPA.

Blanket Purchase Agreements (BPA’s) Under The GSA Schedule
Setting up a BPA with a Multiple Award Schedule contractor will help you fill recurring needs while taking advantage of quantity discounts, saving administrative time, and reducing paperwork. With the elimination of the maximum order limitation, agencies are no longer restricted by dollar limits when placing orders under a BPA. With a Multiple Award Schedule BPA, you can order as much or as little as you want and as often as you want. The BPA can serve as an ordering device for field offices across the nation, allowing them to place orders directly.
